Each proposed national mission is read against the government programmes already operating in the ecosystems that carry core capability for it. Where an existing programme already does the work, the recorded outcome is no additional UKIZ intervention.

    Research strength is not in question. The recurring reported constraints are scale capital between Series B and public markets, laboratory supply in the strongest corridors, and the translation of intellectual property into British-owned companies rather than early licensing abroad.

    What UKIZ would add, if anything

    The science is not the constraint. Pilot and commercial fermentation capacity is scarce, and the cost of a first-of-a-kind plant is beyond what any single company can justify. Where a mission requires capital equipment no one firm will fund alone, shared infrastructure is a credible hypothesis.

    Compound semiconductors and photonics depend on fabrication, packaging and test capability. Design strength converts to manufactured value only where capacity physically exists, and capital equipment cost puts it beyond individual firms.

    Discovery is strong and the applied research estate is unusually good. The bottleneck reported repeatedly is qualification — the time and cost of getting a British material accepted into a British product — and access to pilot-scale production.

    Clean energy and industrial decarbonisation are physically constrained by definition — grid connection, port capacity, hydrogen and carbon transport infrastructure. Where a mission depends on infrastructure economics, coordination alone is unlikely to be sufficient.

    Natural assets, controlled-environment research and marine and land test environments are genuine, and are already served by established research institutes, devolved programmes and a functioning private market. On current evidence UKIZ would duplicate rather than add. The honest answer is to name who is already doing the work and stay out of the way, while continuing to monitor.

Reading this table

A mission with many existing programmes is not automatically well served, and a mission with none is not automatically neglected. The table shows overlap, not sufficiency. The intervention hypothesis beside each mission is where UKIZ states what it believes is missing — and it is published so that the people running those programmes can say it is wrong.
