  Current evidence supports this statement, provenance is intact and no material conflict is unresolved.

  • The last verification falls inside UKIZ's refresh window for that kind of fact.
  • No unresolved conflict would make the statement misleading.

• ◐ amber: Qualified

  Usable with caution. The evidence is partial, older, indirect, conditional or carries an unresolved qualification.

  • Evidence is partial, indirect or conditional.
  • Verification is older than the refresh window, or UKIZ never recorded a check date.
  • Sources disagree on a material point and the conflict is not yet resolved.
  • The evidence supports a weaker proposition than the one being made. A facility can be evidenced as operational without being evidenced as accessible.

• ○ red: Not validated

  UKIZ cannot validate this from the evidence it holds. That is not the same as evidence that it does not exist.

  • UKIZ holds no accepted source for the proposition.
  • The underlying record is draft, in review, retracted or disputed.
  • Sources conflict and UKIZ cannot yet say which reading holds.

Almost every red state on UKIZ means we cannot validate this today. A British capability may well exist without UKIZ holding evidence for it. Where UKIZ does hold positive evidence that something is absent, such as a facility that closed or a scheme that ended, the receipt says so explicitly. The two are never presented as the same thing, and a database record alone never earns green.

One facility can be green for existing, amber for the scale of work it can take on, and red for a route in that UKIZ has not verified. Assurance therefore sits against propositions, not against whole answers. On consequential questions (where to locate, where to manufacture, what funding to pursue), Ask UKIZ closes with an evidence check separating what is validated, what needs checking and what is not yet validated.

Different facts go out of date at different speeds, so UKIZ holds a refresh cadence per kind of fact. Outside the window, assurance is downgraded automatically rather than left to look current.
